Our
History

For over 50 years, the Dakota County CDA has been a leader in affordable housing and community development.

1971 — Foundation

The CDA was established as the Dakota County Housing and Redevelopment Authority, pursuant to special Minnesota Legislation. In 1975, the agency received funding for our first program, the Housing Choice Voucher Program.

Late 1980s — Senior Housing Initiative

Embarked on a multi-phase plan to locally finance and construct affordable housing for seniors. Today, our Senior Housing Program houses over 1,900 households throughout the county.

1984 — Expanding Mission

Our mission grew as the CDA became an entitlement jurisdiction for the federal Community Development Block Grant (CDBG) Program, administered on behalf of Dakota County to eliminate blighted conditions and benefit low-income residents.

1990 — Workforce Family Townhomes

Developed the Workforce Family Townhome Program. Since then, the CDA has constructed 27 developments, housing almost 900 families across nine Dakota County cities.

Present — Excellence in Service

Consistently designated as a High Performer by HUD. Since 2002, the CDA has annually received the Certificate of Achievement for Excellence in Financial Reporting from the GFOA.
